First put some grated coconut into the puttu maker and on top of it add some puttupodi (rice-flour) - kappa (tapioca) flour mixture. Allow the steam to cook for about three minutes.   1. Grate the  tapioca and put into water for 5 minutes. Squeeze   water and put the tapioca into a bowl,then mix with rice powder and salt.
  2. Boil fish with  little water, salt turmeric powder and little pepper powder and remove all  rib bones.
  3. Heat oil in a pan, add curry leaves, then add ginger, garlic, green chilly,onion and coconut pieces and saute well.
  4. Add chilly powder and pepper powder saute till raw smell removes, then add salt,capsicum, boiled fish and  mix well.
  5. In  a puttu maker put some grated coconut,then fill  with alternate layers of fish masala and tapioca mix and steam it for 5 minutes and  serve hot.

Allow the steam to cook for about three minutes. Now remove the puttu-maker from the top of the cooker. Relish your Kappa Puttu ideally with fish curry or chicken curry.
